Union bureaucrats are another way to say union leadership, union officials, union administration. These groups are not part of union rank and file membership, but instead fulfill a paid job mediating between workers and bosses, workers and government. Union bureaucrats have a material interest in their careers and wages, which contradicts the material interests of workers who want to not be exploited and take action about it.
